Dugger Mosley, 85, of Heritage Manor Health Care Center, Elizabethton, died Tuesday in the Heritage Manor Health Care Center after a lengthy illness. A lifelong resident of Carter County, she was a daughter of the late John Franklin and Elizabeth Ann Williams Dugger. Mrs.

Mosley was a retired employee of North American Rayon Corporation and a member of the Church of God. She was preceded in death by her husband, Dan E. Mosley, in 1954. Survivors include three sons, R. B.

Mosley, Rt. 2, Piney Flats, Billy R. Mosley, Elizabethton, and Dan J. Mosley, Laplata, Md. Sixteen grandchildren, 15 greatgrandchildren and several nieces and nephews also survive.

Hathaway-Percy Funeral Home, Sunset Chapel, is in charge of the arrangements. MOSLEY Graveside services for Mrs. Ellen M. Dugger Mosley, 85, of Heritage Manor Health Care Center, Elizabethton, who died Tuesday, will be held at 11 a.m. Thursday from Happy Valley Memorial Park with Rev.

Wednesday. HathawayPercy Funeral Home, Sunset Chapel, is in charge of the arrangements. Hazel Weaver Mrs. Hazel Weaver, 76, Rt. 5, Bluff City, died Tuesday in Cedar Knoll Nursing Home after a lengthy illness.

A native of Sullivan County, she was a daughter of the late Sam and Lillian Greenway Massengill. Mrs. Weaver was a member of Poplar Ridge Christian Church. She was preceded in death by her husband, Lawrence Weaver, and one son. Survivors include two sons, Billy Gene Weaver, Asheville, N.

and Ashley Weaver, Bluff City. Six grandchildren and several nieces and nephews also survive. Tetrick's Bluff City Chapel is in charge of the arrangements. WEAVER Funeral services for Mrs. Hazel Weaver, 76, Rt.

5, Bluff City, who died Tuesday, will be held at 8:30 p.m. Wednesday in Tetrick's Bluff City Chapel with Roland Whittemore, minister, officiating. Music will be by Mrs. Patricia Cross, organist. Active pallbearers will be Billy Mottern, Tom Milhorn, Floyd Hamilton, Tim Carter, J.

D. Weaver and Jimmy Morris. The family will receive friends from 7 until 8:30 p.m. Wednesday in the funeral home chapel. Graveside services and interment will be held at 11 a.m.

1, Elizabethton, died Tuesday in the Sycamore Shoals Hospital following a brief illness. A native of Avery County, N. she was the daughter of the late Thomas and Sarah Potter Webb. Mrs. Rouse had made her home in the Valley Forge Community most of her life and was of the Freewill Baptist faith.

She was preceded in death by four sisters and one brother. Survivors include her hus- James Lloyd Rouse, of the home; five sons, John Thomas Rouse, Rt. 1, Elizabethton, Luther McKinley Rouse, Rt. 8, Elizabethton, James Douglas Rouse, Bobby Carroll Rouse and Wayne Edward Rouse, all of Rt. 1, Elizabethton; one daughter, Mrs.

Jerry (Margaret Phyllis) Emert, Rt. 8, Elizabethton; two sisters, Mrs. Harley (Myrtle) Mettler, 611 S. Lynn Elizabethton, and Mrs. Margaret Smith, Rt.

1, Elizabethton; and two brothers, Noah Webb, Rt. 1, Elizabethton, and James McKinley Webb, Rt. 2, Elizabethton. Thirteen grandchildren, three great-grandchildren and several nieces and nephews also survive. Tetrick Funeral Home, Riverside Chapel, is in charge of the arrangements.

ROUSE Funeral services for Mrs. Geneva Rouse, 68, Rt. 1, Elizabethton, who died Tuesday, will be conducted at Thursday in the Tetrick Funeral Home, Riverside Chapel, with Rev. Ray Stockton, Rev. Ronnie Edwards and Rev.

Burgess Vincent officiating. Music will be under the direction of the Stockton Trio. Interment will follow in Happy Valley Memorial Park. Active pallbearers, who will meet in the chapel at 1:45 p.m. Thursday, will be Mark Potter, Keith Rouse, Kenny Payne, Bobby Woods, Lustus Woods, Jr.

and Don Bolling. Honorary pallbearers will be friends, neighbors, the faculty of Hampton High School, Dr. Joe May, Dr. Stephen May, nephews, Bill Campbell, Ralph Hyder, Nat Tolley, Rudy Arnold and Roy Simerly. Flower attendants will be ladies who attend the funeral service.

He began having problems immediately with the automobile's electrical system, exhaust system, suspension and motor mounts, the suit says. Tester began an investigation to determine the origin of the car's problems and found that Nationwide Insurance Company bought the car from its original owner, Tommy Carpenter, after it had been totaled, according to the suit.

Nationwide then sold the car to Eldridge Auto Salvage without noting on the certificate of title the car was reconstructed or applying for a permit to dismantle, the suit says. After buying car for $1,605, Eldridge sold the car to Dodson for $2,600 without making the appropriate notations on the title, the suit contends. Dodson then attempted to rebuild the car using parts not in the same model year as the vehicle, according to the suit. The suit alleges the swapping of the automobile parts was a fraudulent and deceptive trade practice. Dodson then sold the car to Looney Cheverolet without making the proper notations on the title.

The car was subsequently transferred to Grady's Auto Sales and State Line Used Cars and Trucks before being sold to Tester. The state has investigated the alterations of the vehicle identification numbers and has confiscated the car, the suit says. The investigation revealed the car's frame had been welded in half and replaced and the motor had been welded to the frame instead of being bolted, the suit says. Citizens Bank is a plaintiff in the suit because of a security interest in the car. The plaintiffs are asking for $15,000 in compensatory damages and $100,000 in punitive damages.

Clinic petitions will be circulated Petitions will be circulated in the Stoney Creek community regarding a federally subsidized medical clinic in the area. A clinic was proposed by state and federal health workers last year, but plans were nixed when the local medical community opposed it. Richard Lewis, a spokesman for the petition drive, said the petitons were being circulated to determine if the people are interested in the clinic. Claude Altizer KINGSPORT Claude Altizer, 64, 4829 Edens View, died Tuesday afternoon in the Holston Valley Community Hospital of an apparent heart attack. A native of Hartwell, W.Va., he was the son of the late Thomas and Bessie Altizer. A former resident of Tazewell, he had resided in Kingsport for the past 25 years.

He was a Navy veteran of World War II, and had retired in 1985 as a line manager at AFG Industries after 23 years of service. He was a Baptist. Mr. Altizer was preceded in death by two brothers and two sisters. Survivors include his wife, Mrs.

Tommy C. Altizer of the home; one daughter Mrs. Robert (Beth) Grindstaff M.D., Elizabethton; three sons, Thomas Michael Altizer, Knoxville, Claude Allen Altizer, Johnson City, and Jack Craig Altizer, Kingsport; three sisters, Mrs. Robert Owens, Glen Burnie, Mrs. Louise Goodin, Cumberland, and Mrs.

Harold Childers, Emporia one brother, Edward Altizer, Tazewell, and three granddaughters. Funeral arrangements, which are incomplete, are under the direction of Oak Hill Funeral Home, Kingsport. Anna Anderson Anna Babb Anderson, 65, 1102 East Market Johnson City, died Tuesday morning. Survivors include one sister, Miss Bonnie Babb, of the home; a sister-in-law, Mrs. Rosetta Babb, Elizabethton; and five nieces, Mrs.

Charlotte Laws and Mrs. Helen Harrison of Elizabethton, Mrs. Wanda Kilgore, Johnson City, Mrs. Lucy Swatzell, Jonesborough, and Men, Jackie Hamilton, Federick, Md. Funeral services will be conducted in the Chapel of DillowTaylor Funeral Home at 2 p.m.

Jeffrey Lynn Estep, Rt. 5, Box 432, waived preliminary hearing and was bound to the grand jury on charges of assault with intent murder and attempted murder. Estep was fined $10 and costs on a charge of possession of marijuana.

A charge of DUI against James Fender, Rt. 1, Box 280, Jonesborough, was dismissed upon trial. A peace warrant against Dayton Buckles, Rt. 5, was dismissed and costs taxed to state. Lorraine Stover was prosecutor in the charge.

A charge of littering against William T. Parlier, Rt. 11, Box 155, was dismissed upon pick up of a load of trash by the defendant. A charge of violation of bad check law against Donald A. Hust, Rt.

3, Box 1485, was dismissed upon payment of check and costs. A petition to revoke suspended sentence of Danny Oliver, Rt. 2, Hampton, was dismissed upon payment of fines and costs by defendant. A charge of assault and battery with bodily harm against Kenneth E. Harmon (no address listed) was dismissed and costs taxed to state.

Charges of possession of schedule drugs and contributing to delinquency of a minor against Gary Todd McKinney, Rt. 3, Roan Mountain, were dismissed upon defendant's entrance into military service.
